Virutal Issue on Deliberative Democracy

Edited by Matthew Festenstein

The deliberative account of democracy has become a powerful and far-reaching, if contested, paradigm in political theory. Political philosophers have investigated the conceptual contours and normative desirability of deliberation, discussion and public rationality in democratic theory. Empirical political scientists have explored the forms and availability of deliberation in relation to such phenomena as international negotiations, regional and national legislative processes, and in various experimental settings. Among practitioners, the idea of deliberative democracy have inspired a surge of experimentation with techniques of public participation in policy making, including citizens' juries, participatory budgeting, electronic town halls, and many other models in environmental, development, health, and planning decisions around the world. This Virtual Issue of Political Studies brings together this journal's principal contributions to the debates which have shaped this tradition of research. Starting with David Miller's seminal article on deliberative democracy and social choice, these include explorations of theoretical, empirical and practical issues, representing a variety of perspectives on deliberative democracy, including some sharply sceptical voices. Taken as a collection, these articles not only make available important research from leading contributors to these debates, providing an introduction to the developing state of the art. They also display the benefits of bringing together philosophical, empirical and practical dimensions of inquiry in understanding the politics of deliberative democracy.
